ABSTRACT
La Universidad de Ciencias Médicas de Pinar del Río, bajo el liderazgo de la Dirección General de Trabajo Educativo, gestiona la Extensión Universitaria como proceso formativo, integrador y sistémico, basado en la interacción cultural del quehacer universitario en comunicación bidireccional permanente con la sociedad, incluyendo a la comunidad universitaria, orientando a la transformación social y que responde a necesidades concretas en un momento determinado; posee objetivos y contenidos propios, se realiza a través de diferentes métodos, utiliza medios y recursos adecuados y mecanismos de planificación y evaluación sistemática para su perfeccionamiento. Es precisamente este papel social de nuestra universidad uno de los temas más debatidos en el campo universitario contemporáneo, sobre el cual se han expresado en los últimos años filósofos, educadores, políticos y académicos, y no es casual que así sea, teniendo en cuenta la importancia de la relación universidad-sociedad para ayudar a lograr el desarrollo armónico. Esa misión social va más allá de la simple formación de los cuadros profesionales que requieren la sociedad a más alto nivel. Además de la docencia, la investigación científica y la educación postgraduada, está la difusión de la cultura y la extensión de sus servicios a todo el pueblo. Ella es precisamente, uno de los principales escenarios en la batalla por la cultura. Se pretende hacer una revisión bibliográfica para la descripción del trabajo educativo y metodológico que se realiza en la Universidad de Ciencias Médicas de Pinar del Río y su labor extensionista.
The Medical University in Pinar del Rio under the lead of the department of General Direction of Educational Work, manages the University Extension as a formative, comprehensive and systemic process based on the cultural interaction of the university with the daily task, having permanent and bidirectional communication with the society, where the university and the community are included; which is directed at social transformation and responds to concrete needs in a given moment; having at the same time proper objectives and contents that are carried out through different methods, means, adequate resources and mechanism of planning together with systemic assessment to its improving. It is precisely, the social role of the medical university in Pinar del Rio, one of the most debated themes in contemporaneous university, a topic about the philosophers, educators, politicians and academicians have expressed their view points, which is not made by chance, considering the importance of university-society relationship in order to achieve a harmonic development. The social mission goes beyond the simple formation of professional executives who require a high-level to the society; as well as the teaching process, scientific research and postgraduate education, the diffusion of culture and the extension of these services to the whole people. The university is one of the most important sceneries in the battle of achieving a comprehensive culture. A literature review was carried out to describe the educational and methodological work at the Medical University in Pinar del Rio together with its activities of extension.

Introducción: La importancia de las Sociedades Científicas en Salud y su impacto en la formación en la investigación y en la sociedad deben auditarse constantemente. Objetivo: Demostrar el nivel de gestión y la pertinencia del "Capítulo Provincial pinareño de la Sociedad de Nutrición Clínica y Metabolismo", como caso tipo. Material y Método: Se utilizó el paradigma cualitativo mediante un enfoque histórico y análisis documental, sobre el desarrollo y el impacto de un caso tipo: el Capítulo Provincial en cuestión el cual ha propiciado el desarrollo de proyectos de investigación relacionados con la nutricional clínica hospitalaria, la nutrición comunitaria y el metabolismo. Resultados: Se han defendido tesis de especialidad y maestría, y sus miembros han participado en talleres nacionales como expertos, y en eventos provinciales y nacionales sobre nutrición clínica y evaluación nutricional de personas con VIH/sida. Conclusiones: Este capítulo es una muestra del quehacer formativo, educativo y científico que puede aportar una comunidad científica en el desarrollo de la ciencia y en la solución de problemas específicos en beneficios de la sociedad.
Introduction: the importance of Scientific Societies in Health and the outcomes on the training-research processes as well as on the society must be constantly audited. Objective: to demonstrate the level of management and relevance of the “Provincial Chapter in Pinar del Rio of the Society of Clinical Nutrition and Metabolism”, as a typical case. Material and Method: qualitative paradigm was used through a historical approach and a documentary analysis about the development and outcomes of a typical case: the provincial chapter has favored the development of research projects related to hospital-clinical nutrition, community nutrition and metabolism. Results: dissertations of the specialty, master’s degree and the members have participated in national workshops as experts, also in provincial and national events about clinical nutrition and nutritional assessment of HIV/AIDS patients. Conclusion: this chapter shows the training, educational and scientific tasks that a scientific community can provide to the development of science and to the solution of specific problems to the benefits of the society.
ABSTRACT
El objetivo de este trabajo ha sido revisar los antecedentes, situaciones y consecuencias del flujo de cerebros hacia los países más desarrollados. Su repercusión mundial, y en Cuba. Se realiza una revisión del tema mediante análisis documental. La fuga de cerebros es un fenómeno global, y no nuevo, pero que ha cambiado su matiz, para pasar a formar parte de la expropiación de las personas por las grandes transnacionales y países del primer mundo, con repercusiones negativas en sus países de origen. Se analiza el caso de Cuba, y cómo se ha logrado actuar en contra de esta nefasta actuación, y las posibilidades de la solidaridad, y la cooperación Sur-Sur en la formación de capital humano, así como la exportación de capital humano con repercusión positiva en la economía cubana.
This research paper was aimed at making a brief review about the antecedents, situations and consequences of the brain drain to the most developed countries. Its world repercussion and those in Cuba were also reviewed. The paper was conducted by means of a documentary analysis. Brain drain is not new, it is a global phenomenon in current times, but its nature has changed, and it is part of the expropriation of people by the huge transnational companies and First World Countries, which have a negative impact on the origin countries of the emigrated. Cuban case was analyzed and the actions taken to counteract this inauspicious performance were shown. The possibilities of solidarity; South-South cooperation in the formation of highly skilled human resources, so as the positive repercussion of the exportation of these human resources on the Cuban economy were also discussed.
